Sarie-Eldin & Partners closes largest syndicated facility in Egypt

Sarie-Eldin & Partners was appointed to act as lenders' legal counsel in connection with the largest multicurrency syndicated facility ever arranged in Egypt. The "Egyptian Nitrogen Products Company" has mandated National Bank of Egypt, Banque Misr, Arab African International Bank and Banque du Caire to arrange for the syndicated facility package amounting to USD 1.05 Billion. The Firm, represented by Dr. Ramy El Borai - Partner and Mr. Motaz El Dreny - Associate - has represented 21 banks in connection with this complex and high profile transaction. In a much awaited signing ceremony held at the ECHEM premises in New Cairo, all parties executed the final syndicated facility agreement.

China Development Bank Establishes a Representative Office in Cairo

In a high-level ceremony attended by Dr. Mahmoud Mohy Eldin, the Egyptian Minister of Finance, China Development Bank (CDB) - the first investment bank in China - celebrated, on November 10, 2009, the opening of its first overseas representative office in Cairo. The establishment of this representative office aims at fostering greater cooperation between China and African countries in financing infrastructure and development projects throughout the African continent. Sarie-Eldin & Partners has acted and continues to act as CDBメs advisor in Egypt in relation to the latterメs representative office in Egypt.

Dr. Ahmed El Borai is one of the few experts in labor law both in Egypt and in the Middle East. In 1992, in his capacity as member of the committee charged with the reform of Labor law, he has contributed to drafting the "Unified Labor Bill". Dr. El Borai is currently a Law Professor and Head of the Social Legislation Department, Faculty of Law, University of Cairo and Advocate before the Egyptian Court of Cassation and the Conseil d'Etat (since 1983). From 1995, Dr. El Borai sits as member of the Committee of Legal Experts of the "Arab Labor Organization" (ALO), and, since 1999, as member of the Committee of Experts-Counselors of the International Labor Organization (ILO). Further, in recognition of his international expertise in labor law issues, Dr. El Borai has been appointed, since 2004, as a member to the United Nations Committee for Migrants Workers. Dr. El Borai has held various academic and professional posts in the course of his blossoming career, among which one can cite Visiting Professor, University of Mohammed Ibn Abdallah, Morocco (1977); Visiting Professor, University of Riyadh (1977); Legal Counselor to the University of Cairo (1983); Visiting Professor, University of Rennes (1985); Cultural Counselor for Egypt in Paris (1986), Permanent Representative of Egypt to UNESCO (1987), Member of the Supreme Council for Islamic Affairs (1991); Legal Counselor to the Egyptian Parliament for the Committee on Labor Force (1993); Head of the Labor Relations Centre, University of Cairo (1995); Visiting Professor, University of Paris I Pantheon-Sorbonne (1997). Some of Dr. El Borai's publications include the following "Economic, Political and Social Transformation and Effects on Labor Relations, September, 1995"; "Legal Framework for Protecting Immigrant Labor in the Arab States, May, 1992"; "Arab immigrant women in the Arab countries between the reality and law, October 2006"; "The international legal framework for migrant workers : the United Nations Convention on the Protection of Rights of All Migrant Workers and Members of Their Families , July 2007". Other professional treatises include "The Regulation of Immigration of Labor Between the Arab States according to International and Arab Labor Practices", research presented to the Second Conference on the Immigration of Labor Between Arab States; "The Special Regulations Organizing the Employment of Women in Arab Legislation", research presented to the Conference on the Protection of Working Women, convened by the Egyptian General Association of Labor Unions, Cairo 1994; "Legal Framework for the Protection of Immigrant Labor in the Arab States", research (in English and Arabic) commissioned by ILO for the First Conference on Immigration of Labor Between Arab States. Dr. El Borai has joined Sarie-Eldin & Partners as a Senior Legal Advisor to offer his expertise and knowledge in Labor Law to the Firm's clients.
